Sites Project Authority Launches Procurement Process for Conveyance Infrastructure Construction

Maxwell, CA – Today, the Sites Project Authority (Authority) launched a competitive procurement process with the release of a Request for Qualifications (RFQ) for a Conveyance Package Construction Manager at Risk (CMAR) to construct the up to $2 billion conveyance infrastructure package of the Sites Reservoir Project (Project). The CMAR delivery method was selected to optimize project delivery, manage risks, encourage local community collaboration, and provide the best value for Project participants.

“This next step in our contracting process marks a critical milestone as Sites Reservoir advances from planning to construction,” said Fritz Durst, Chair of the Sites Project Authority Board of Directors. “These new conveyance facilities are the backbone that connects the Sites Project to the Sacramento River through existing local canals, and they are essential to delivering water reliability benefits for our communities, farms, and environment.”

The scope includes large-diameter pipelines, pumping and generating plants, electrical substations, and data and communication networks. This is the second CMAR package for the Project; the Reservoir and Roads CMAR contract was awarded in January 2026 to Barnard Construction Company, Inc. using a similar procurement process.

Firms meeting the stated qualification criteria are invited to submit their statements of qualifications by July 29, 2026. A short list of qualified respondents will then be requested to submit detailed proposals and sit for interviews. The selected firm is expected to be awarded a Pre-Construction Services scope of work to assist the Authority with construction preparations in early 2027. Construction services would be authorized in a separate, subsequent work phase and occur in 2028 with operational completion of the Sites Reservoir anticipated by the end of 2033.
